It’s a book that I read part of around 1993 or 1994.
It starts out with this vampire couple who pick up a normal couple (at a night club, I think). They take the normal couple back to their place. I don’t remember if the vampires’ place is a mansion or not, but it has a cellar or dungeon under it that a person can be chained up in.
After more drinks and partying the male vampire bites the woman and decides to turn her, which only a male vampire can do because he not only has to drink their blood but he also has to ejaculate into the person to finish turning them. The female vampire also bites the man and she doesn’t want to kill him, because she really likes him. Her vampire partner won’t turn the man because the vampire has never been able to bring himself to be with a man, especially with the tragic memories of his own turning. So they chain up the man in the cellar/dungeon, so that the vampire woman can go enjoy his company whenever she wants.
I think the man is actually chained to a stone slab and I think he is no longer completely human after she bit him, but he’s not a vampire either since the male vampire won’t turn him.
It was a soft cover book and I think the cover was depicted in black and white or maybe just a gray background.

I’m the OP and I think GB is right with this one. I don’t remember the Nazis, but it was a roommate’s book and I didn’t get far into it before we moved apart, so it’s completely possible I just forgot about them. I also swore I read this when I lived in Pennsylvania, which would have been 93-94, but it says it was published in 96, so maybe it was a different roommate. Did some Google searches on this after GB posted and I’m sure it’s a match, just thought it was more modern than 1938. One review on the internet even talks about how the male vampire is only into women and won’t ever turn a man and is even embarrassed about how he was turned himself. So everything fits, even the black and white/gray cover, but won’t know 100% until I buy a copy and open to the first chapter.
Im the OP, and I ordered The Kiss by Kathryn Reines off the internet and it finally came in the mail. This is the book I’ve been looking for! Thank you GB!
