I am looking for a Harlequin book – I think it was a Harlequin Superromance from the 80s.
The male character was some kind of undercover agent/cop/thief and his persona was as a playboy. I can’t remember the female’s profession – she is either an investigator or from the press. T
here is a press conference scene where the woman is crossing/uncrossing her legs and he can hear the sound of her stockings rubbing together.
There is some kind of Russian background – her father was a dissident, I think, and there was some kind of betrayal.
I kept this book for more than 20 years but somewhere along the way I donated it. Dammit!

I think it might be Captive of Desire by Alexandra Sellers. It has the press conference scene and Russian dissidents. The hero isn’t an “undercover agent/cop/thief” but he spent a number of years in a Russian prison and when he’s released he’s very sought after by society and the press. He’s justifiably paranoid and IIRC is somehow conned into thinking the heroine betrayed him to Russian agents.

Where was this during the Cold War rec league that was so difficult? Where there’s one there must be more! Cold War fans apparently need to go to whichever thrift store in their town never gets rid of anything and sort through the 1980s Harlequins.
I looked it up on amazon and there is an ebook reissue.
