HaBO: WhatsHisName gets Shot

Vixenbib is looking for a book that's been plaguing her for awhile:

I'm looking for a Harlequin/Silhouette? contemporary romance which I read at least ten years ago but the book was second-hand and could've been at least a couple of years old when I picked it up. The book is one of a series.

The hero (some kind of special-ops government agent, possibly named Dan or Sam or Tom - or maybe not) spends most (if not all) of the book confined to a wheelchair, as the result of an injury sustained in an undercover special-op-gone-wrong, in the first chapter or possibly even the prologue.

Our hero is, I think, the agency?/bureau? chief, and he's desperately in love with a female colleague. The bullet which disables him comes just at the point where she and he are tentatively declaring their (previously suppressed in at least one earlier novel) feelings for each other. The rest of the team know that he and the heroine are in love and have been waiting for them to get their act together. Dan/Sam/Tom and the heroine declare themselves and share their first kiss on a tense 'stakeout', at the beginning of the book. He is shot minutes later.  When he is discharged from hospital, he rejects her and her love for him - he perceives himself as 'crippled' and although he really loves her, he doesn't want her to stay with him out of pity - especially as their relationship had hardly begun. 

Even before the shooting, which leaves him in a wheelchair, he'd been a bit of a loner, not by any means a ladies' man - possibly he had A Past.  He becomes depressed and withdrawn but our heroine is stubborn and knows what she wants and doesn't give up on him. She seduces him. (I may be inventing this - but there's possibly a hint of extra danger for her from the bad guys because of her association with our hero and he may be trying to protect her from them, too.)

The thrust of the novel centres on the tracking-down of the (international?) criminal/terrorist (gang?) responsible for our hero's injury (amongst other wrongnesses) - and on our heroine's battle to convince our hero that theirs is a true love and that they are meant to be together, despite his injuries and disability and general crossness.  I remember it being a really tender and sweet romance, shot through (no pun intended) with the urgency of the search for the bad guys.
 

Get the bad guys, get the girl, get seduced. That guy had a quite a schedule on his DayPlanner. Anyone remember this one?
