Okay, so it's not 100% a romance, but it definitely has ~strong romantic elements~.
This was a YA book published in the early 2000s, I believe. It took place during the Civil War- the heroine lived in northern Virginia and her older brother joins the Confederacy.
At some point she meets a Union soldier, at another point she somehow gets suspected of being a Confederate spy and thrown in jail, and then the Union soldier proposes to her and they get married.
I'm pretty sure the cover had a girl in a blue dress looking out a window. I remember loving this book, partly because it all happened in my hometown and partly because there was ~kissing~.

ONE OF MY FAVORITES EVER, OMGGGGG. Actually still have it on my shelf.
From middle school through college, a good friend and I were obsessed with reading every Ann Rinaldi book we could get our hands on. A Wolf By the Ears still stands out in my memory as one of the most nuanced depictions of complex race relations and the family issues that arose as a result of slavery. I haven’t read The Last Silk Dress, but it’s on the summer reading list at the library where I work, so I should borrow a copy before the 3 proactive kids in town come looking for it.
